PROCUREMENT PROCEDURE:
Competitive procedure in line with Order no. 1561/2024 issued by the Minister of Energy, on the approval of the method of carrying out the procurement procedure for the awarding of contracts for the supply of products, the provision of services, the execution of works financed from the non-reimbursable and reimbursable external funds related to Modernization Funds.
ESTIMATED VALUES:
The estimated value of the procurement is 29.120.844,03 LEI (VAT not included), to which VAT shall be added, in accordance with the legal provisions in force.

The announcement will also be published in a newspaper/daily newspaper of national or local interest, in accordance with art. 6.2 par. (1) of Order 1561/2024 issued by the Minister of Energy.
CLARIFICATIONS REGARDING THE CONTENT OF THE TENDER SPECIFICATIONS
Interested potential Bidders may request clarifications or additional information regarding the Tender Specifications.

DATE AND PROCESS OF SUBMISSION OF TENDERS AND MEANS OF COMMUNICATION
The deadline for receiving Bids is 22.09.2025 AT 16:00 (LOCAL TIME OF ROMANIA).
The documents that make up the Offer will be archived and secured by a password (How to Encrypt & Password Protect your Files with 7-Zip) and uploaded using ShareFile at the following link: https://omv-group.sharefile.eu/r-r81f2af2a28a041239ffe4fe4988722f8
After the expiry of the deadline for receiving the Bids, the OMV Petrom representative will request from all Bidders for whom the documents that make up the Bid submitted by the deadline are identified, the corresponding password necessary to decrypt the submitted documents.
This request will be sent to the Bidders via e-mail – to the email address registered by the Bidder at the specified link, within a maximum of 1 working day from the expiry of the deadline for submitting the Bids, and the Bidders have the obligation to send the encryption password within a maximum of 1 working day from the receipt of the request, by e-mail, to the address: catalina.calugaru@petrom.com
The Bidders must submit the entire Bid, after it has been electronically signed in advance, with the qualified electronic signature of the legal representative or the person empowered by him in this regard, no later than the deadline date and time for receiving the Bids.
In the bid evaluation process (including the submission of the procurement procedure report), communication with all economic operators who submitted bids will be made in writing, by e-mail, the bids being compulsorily signed with a qualified electronic signature.
